The Mines will be conducting a consultative assembly on the Revised Implementing Rules and Regulations (IRR) of the Republic Act No. 7076 otherwise known as the People’s Small-Scale Mining Act of 1991 to all Provincial/City Mining Regulatory Board (P/CMRB) Members in the region this coming Friday, May 8, 2015 at the Pinnacle Hotel, Sta. Ana Ave., Davao City.

Under the said revised implementing rules and regulations, no small-scale mining operations will be undertaken outside a Minahang Bayan and that no individuals shall be allowed to operate without a small-scale mining contract.

Under the same policy, requirements to enter into small-scale mining contract include, among others: submission of accomplished and notarized application form, payment of Php 10t application fee for non-metallic minerals, and Php20t for gold, silver and chromite, copy of small-scale miners license, location map and sketch plan of the proposed small-scale mining contract area.

Under Section 20 of the said revised IRR, the P/CMRB shall have the following powers and functions: declare a certain area as a Minahang Bayan, award small-scale mining contracts to small-scale miners organized as individual miner or cooperative of small-scale miners, formulate its own guidelines and implement rules and regulations related to RA 7076, settle disputes and conflicts over conflicting claims, among others.
