The Mines and Geosciences Bureau-XI (MGB-XI) on November 15, 2016 will implement the Cease and Desist Order dated October 21, 2016 against the illegal small-scale mining activity at Purok 8, Barangay Bukal in the Municipality of Nabunturan, Compostela Valley. The Philippine National Police (PNP), the 10th IB Division of the Philippine Army, Armed Forces of the Phillippines (AFP), LGU of the Municipality of Nabunturan, PENRO-LGU of Compostela Valley Province and the Barangay Chairman of Barangay Bukal, Nabunturan are deputized to help to implement said Cease and Desist Order.
On September 19, 2016, MGB-XI received a letter-complaint from Mr. Jacinto Loquente on the ongoing illegal small-scale mining activity within his acquired land at Purok 8, Barangay Bukal in the Municipality of Nabunturan. In view of the letter-complaint, a personnel from the Mine Management Division of MGB-XI was dispatched on October 11 to 13, 2016 to conduct an investigation/inspection and to verify the veracity of the report.
The investigation/inspection confirmed the ongoing illegal small-scale mining activity in the area without the necessary “Small-Scale Mining Contract” issued by the Provincial Mining Regulatory Board (PMRB). Furthermore, it was established that the area is within the declared Protected Area of Mainit Hot Spring National Park. Approximately one thousand four hundred fifty (1,450) sacks of gold ore products were seen stockpiled near the portal adit/tunnel. The aforesaid illegal small-scale mining activity is allegedly operated by Mr. Renario Penaso (allegedly financed by Retired Colonel Cesar Asarez) and Mr. Manny Geronimo, both residents of Barangay Bukal in the Municpality of Nabunturan.
Anchored on the foregoing findings, a Cease and Desist Order was issued ordering Mr. Renario Penaso, Retired Colonel Cesar Asarez and Mr. Manny Geronimo to stop their illegal small-scale mining operation without prejudice to the filing of charges for violation of R.A. No. 7076 “People’s Small-Scale Mining Act of 1991.
